MEICA Proposals Engineer - WATER SECTOR / CONSTRUCTION / CIVILS

Job Role:
Preparation and submission of successful tenders for varied and challenging Infrastructure projects, under a variety of forms of procurement. In this role tenders will be predominantly in the Water Sector under frameworks with Thames Water and Yorkshire Water Services.
Working as part of a team with the objective of securing profitable future workload for the business.

This employer is expanding its successful Derbyshire based proposals team, to continue their strong track record in work winning for opportunities across the country. This office is Infrastructure’s hub, where the majority of the wider work winning team is based (circa 50 staff). They will be looking to adopt a blend of home based and office based working after Covid 19.
Responsibilities:
- Appraisal of tender documents
- Managing the tender pricing process ensuring completion and recording of all necessary process documentation to satisfy formal procedures
- Initiation of technical queries and ensuring design is sufficiently developed to enable accurate costings
- Preparation of material, equipment and sub-contract enquiries including selection of prospective suppliers and subcontractors, particularly MEICA suppliers
- Attending strategy/opportunity meetings with project team
- Visiting site to identify site specific risks
- Risk and Value management during the tender period
- Preparation of budgets and cost plans.
- Contribution to the design development process and attend design team meetings for D&B tenders
- Preparing tender Bills of Quantities if necessary
- Preparation of analytical cost estimates including preliminaries
- Using construction knowledge and commercial experience in conjunction with other members of the bid team to ensure competitive bids
- Adjudication and comparison of supplier and subcontractor quotations
- Contribution to value engineering throughout the design phase of design and build projects
- Presentation of the tender to senior management at tender settlement meetings including highlighting relevant commercial issues
- Completion of tender documentation and submission of the tender
- Ensuring a smooth handover of the project to the site team
- Supervision and mentoring of other estimators where required
Requirements:
To be considered for this MEICA Proposals Engineer vacancy you will likely have the following attributes:

- Previous employment as a Bid Manager, Proposals Manager, Proposals Engineer, Submissions Manager, Tender Writer or Estimator.
-Appropriate Construction / MEICA related qualification - HND/Degree or similar
-Competent use of Microsoft packages e.g. Word, Excel, Outlook, Access
-Extensive experience of analytical water industry estimating
-Experience of all forms of contract including traditional, partnering, design & build 2 stage tenders and frameworks
-Experience of using estimating software (eg Conquest )
-Well developed technical construction and MEICA installation and commissioning knowledge

Opportunity to work out of the Derbyshire office / split with remote (home) working.
Remuneration:
The successful Proposals Engineer will receive:
*£50,000 - £70,000 Basic (Dependent on experience)
*Car or Car Allowance
